Initiated civil service reform in 1877 by forbidding federal workers to manage or contribute to political campaigns. Backed a sound-money policy by supporting legislation to make paper money redeemable in gold. Career 1845-1861 Practiced as an attorney in Ohio. 1861-1865 Fought in the American Civil War. 1865-1867 Represented Ohio in the U.S. House of Representatives. 1868-1872, 1876-1877 Served as governor of Ohio. 1877-1881 President of the United States.
